ODS Reduction Management Implementation Method and Alternative Technologies to the Montreal Protocol

Absrtact	The 1987 Montreal Protocol on Substances that Deplete the Ozone Layer (a protocol to the Vienna Convention for the Protection of the Ozone Layer) is an international treaty designed to protect the ozone layer by phasing out the consumption of the substances believed to be responsible for ozone depletion. Today, all UN recognized nations have ratified the treaty and continue to phase out the production of chemicals that deplete the ozone layer. Although Taiwan is not a signatory to the Montreal Protocol, it has from the beginning voluntarily followed the ODS control regulations for developed nations signatory to the Protocol. The project in 2010 continued to assist the Taiwan EPA for participating in the Meeting of the Parties to the Montreal Protocol and executive relevant control measures following the international measures, as well as assist to identify the illegal ODS importation and propagate the ODS reduction achievements in Taiwan. The 2010's project tasks are as the following： 1. The ITRI, as a recognized non-governmental organization (NGO) by the UNEP, participates in the international meetings related to the Montreal Protocol in 2010 and assists the Taiwan EPA to report annually on production and consumption of ozone depleting substances to the Ozone Secretariat. 2. Pursuant to the control measures of the Montreal Protocol, the project assists the EPA to manage the quota and allocation systems for HCFCs and Methyl Bromide, and also provides the administrative support and consultation from industries related to the ODS management. 3. Gather and analysis information of new developed alternative technologies for the ozone depleting substances controlled to the Montreal Protocol for the local Industries. 4. Gather and analysis information of the ODS bank management strategy to the Montreal Protocol. 5. Assist the customs to seize ODS smuggling and destruct the confiscated smuggled ODS. 6. Reinforce the implementation and educational propagation of ozone layer protection related issues.
